Does blonde hair dye have bleach in it?

I'm thinking of using a Clairol dye to get back to my natural colour, blonde. I have recently used Color Oops!, a chemical that did no damage to my hair, to get the color of eight month of red/orange/auburn dyes out of my hair, and all i have is a disgusting fishy, coppery color. I've been shampooing like crazy for the last five days, including putting baking salt and some John Freida "Sheer Blonde Enhancements" into the mix. Basically, i have no patience to wait and let the dye fade. And I am looking for the least damaging blonde dye. So, my question leads to "Does blonde hair dye have bleach in it?". If so, i'm wondering if Surya's Henna Hair Cream also does.
