Is CompTIA more Cisco or Microsoft bias?

CompTIA's official stance is that they are a vendor-neutral certification authority. I have found, however, that CompTIA's training will tend toward the more common practices for the area of certification. For example, the A+ Hardware certification will tend more towards managing Windows-based PCs. In Network+, the different areas of networking (server, infrastructure, etc.) will be slightly biased toward the most common vendor or most common practice. By common practice, I would not say that an IP Address ending in a single 0 would be valid on most networks and feel confident that this is the answer.
